Michigan VINE receives events from MDOC and participating county agencies. That means an Ingham County jail record and an MDOC record may describe different stages of one person’s history. The county record concerns the local booking. An MDOC record concerns prison, parole, probation, or another state-corrections status. Always open the result tied to the correct agency. A county release followed by transfer to MDOC may end one record’s custody while the state record shows custody continuing.
VINE is not a certified release record or permanent historical archive. A retained result may show released or out-of-custody status, but no official source promises that every Ingham County release will stay searchable for a fixed time. Read Ingham VINE Release Fields
Field availability varies by participating record, so no result should be promised to show every item. The main task is to separate identity, custodian, present status, and event. A release label means the named participating custodian reported an end or change in its custody. It may not mean a return to the community. A transfer can move the person into MDOC, another jail, federal custody, or another jurisdiction. For the county jail, ask ICSO for release type, physical exit time, and transfer destination. For a state record, compare the VINE event with OTIS current status and Date Paroled or discharge information.
Register Ingham VINE Release Alerts
Registration is tied to an eligible record. Michigan permits telephone, email, or text channels, and state material allows more than one registration. Telephone alerts use a four-digit PIN to acknowledge the call. Email and text do not use that phone PIN, though the screen may require their own confirmation steps.
- Open the verified Ingham County or MDOC person record while it is eligible for notifications.
- Choose “Get Notifications” or the available registration control.
- Select telephone, email, text, or more than one supported channel and enter the destination carefully.
- For a telephone registration, create a four-digit PIN and keep it available to the people who should acknowledge the call.
- When the alert call arrives, enter the PIN and follow the prompt, including the pound key where requested, to confirm receipt.

If a telephone alert is not answered, Michigan’s brochure says the service can leave a message and retry until the PIN is entered or for up to 72 hours. An alert can arrive during a busy or changing custody process. Keep the agency name and record identifier with the registration. Then the notice can be checked against the correct Sheriff or MDOC office rather than a different facility that happens to hold someone with a similar name.

Ask whether the person physically left county custody, the date and time, the release type, and whether another agency received the person. For an MDOC event, compare the notice with OTIS. `PAROLE` indicates release from prison under MDOC supervision. `DISCHRG` indicates that MDOC jurisdiction ended for the displayed sentence, but MDOC warns that discharge can have more than one cause and should not always be paraphrased as a live community release. `PRISON` indicates state custody. Date Paroled is stronger evidence of an actual parole exit than a parole-eligibility date.
Data can lag between the jail or MDOC transaction, VINE transmission, and public display. For a time-sensitive event, keep the VINE message but rely on the named agency for confirmation. A court order may explain why release was authorized, yet it may be signed before final physical processing ends.
Ingham VINE Custody Boundaries
County, state, and federal custody use different public systems. Michigan VINE can serve participating Ingham jail and MDOC records. The county’s current locator addresses adults recorded as housed in the Ingham County Correctional Facility. OTIS addresses people under MDOC jurisdiction and qualifying recently discharged records. One system’s absence does not answer the others.

VINE does not replace the BOP Inmate Locator, ICE locator, or U.S. Marshals contact route. Ingham County has no BOP institution in its facility map, but a federal defendant with county ties may be held elsewhere. Search the custodian that actually controlled the person, not just the place connected to the arrest or court case.
Note: A federal or immigration custody question should not be routed through Michigan VINE merely because the person has Ingham ties.

The current state registration line is 800-770-7657. An older Ingham packet lists a vendor-wide number, so the state number should be favored for the current process. The county packet remains useful as proof that VINE is part of Ingham’s custody-information layer. Neither source changes the key limit: verify the event with the agency that held the person.

- Release
- The participating agency reports an end or change in its custody. Confirm whether the person entered the community or another custodian.
- Transfer
- One agency’s custody ends as another agency receives the person. It is not a community release.
- Parole
- Conditional release from an MDOC prison sentence under state supervision.
- Discharge
- The end of MDOC jurisdiction for the displayed sentence, subject to the meaning and cause shown in the state record.
- Notification
- An automated message about a supported event. It should prompt, not replace, agency verification.
These terms also prevent a current-custody roster from being used as a released-person archive. A current hit means custody is recorded. A release event means a change was reported. A source-agency record supplies the final official detail.
